Unique Document URLs in Moss 2007

I need to create a unique identifier for documents in libraries.
Users need a URL for documents stored in SharePoint that continues to
work even after the document is renamed or moved to another Document
Library, Site or Site Collection. The document URL would need to look
like "http://sharepointurl/sharepointpage?docid=number instead of
sharepointurl/.../documentname.ext". Does
anyone know how?
