Unexpected error occurs when creating a Site Collection

when using the "Create Site Collection" web part for creating a new Site Collection an unexpected error occurs. There is not entry in the event log of the server. Is there any log file written to get some details about this error?

Check the C:\Program Files\Common Files\Microsoft Shared\web server  extensions\12\LOGS directory.

If there is nothing there turn on the diagnostic logging from the Central Administration.

We have verified that we have an open bug on this issue. Basically, what is probably happening is this: You have workflow turned on but have a user in the approvers group that does not have an email. This causes the unexpected  error to appear. However, the request does get created, so if you take a look at the site  collection approval web  part, the request should be there and you should be able to approve it.

We will fix this bug so that the system does not require all users in the approvers groups to have an email address. In the meantime, please ensure that there are no users without email addresses in the group you are using for site approvers and try it again? The problem user is often the local or domain administrator account that you may have created the group with.

Can you validate that this is what's happening so we can consider this issue closed?
