"Unexpected error occurred" on Specify Configuration Database

I am trying to add a server back to the server farm, after removing
it from the farm. To remove, I first removed the server components
(in this case, only Web). Then, I removed this server.

I uninstalled and re-installed SPS. Now I am at the screen where it
asks me to connect to the configuration database. I have specified
the correct Configuration Database Server and Configuration Database
Name, and I click OK. This is when I get a Red X icon, with
the "Unexpected error occurred" message at the top of the page, and I
cannot go any further.

Somebody told me that I get this behavior because I did not first
unextend the virtual server before removing it from the farm. They
also told me that I would have to completely tear down my server
farm, and then build it up from backups. I was told that deleting the
files in the wwwroot folder would "unextend" the virtual server. But
I tried that, and iisreset, and I still get the same error message.

I am hoping you will have an answer for me.
