Unexpected entry in web.config

Every time when I create a web application, in its web.config the
follwoing entry is automatically injected. First I thought it is from
some additive config file, but I search all my driver and can't find
any clue where it is from. I also checked there is no application
feature enabled and no timer job running either.

The server was installed previously with some related features, but
they are all cleaned up in 12 hives and GAC. any idea how this happen?

Does that entry  exist in any webconfig.*.xml file  in 12\CONFIG? New web
applications get a web.config that is assembled from those fragments.

I searched all 12 hives and can't find any match. I index files with
unknown extension too.
