Unable to see templates on SP 2007

I have a user who has created a set of Survey templates on his own. I am able
to see the Survey templates on his site and subsites and any other site, but he
is not, even though he has Full Control access to his site and subsites.

I have added additional templates to Sharepoint before, but this is just a
regular user template. I checked permissions and all and everything is just
right. He does hace access to the site, document libraries, and so on. I can
see it, dude to being a Sharepoint Admin.

Anyone got any ideas? has this happened to someone else?

The list template gallery is stored at the top level of the site collection.
First thing I would check is the user's permissions to the gallery. You often
get odd behaviour if people don't have at least reader rights in the top level
site of a site collection.

Here, it seems a bit strange that the user was able to create a template but
doesn't have the ability to view the templates  in the gallery. Let us know what
you find.
