"Unable to lock the SharePoint Portal Server Farm Topology"

I am using Backup Exec and trying to backup Sharepoint 2003 using
the Sharepoint Agent. Each job fails with the above error.

If I go to https://<server>:<port>/SPS/CentralDatabaseLock.aspx I get
the page where you can release the lock. If I go to release it, well,
it does nothing.

The process that has it locked is the "Create Portal" process which is
at 100% and the action shows "Site Creation Completed". I don't know
why it is still locked.

Can anyone help me out with some ideas.
