Unable to instantiate event handler - Error in Application Event Log

I am getting following* error continuously in Event logs* after uploading
files in document library.
I added this event handler to capture the all the events of document
library. it is resisted in GAC also
Event Type: Error
Event Source: Windows SharePoint Services 2.0
Event Category: Devices
Event ID: 1000
Date: 10/23/2007
Time: 11:30:58 AM
User: N/A
Computer: NYSPS01
Description:
