.txt files  are setup to display in the browser by default. If you want to edit
you'll either have to change your settings to associate them with something else
(preferably something that's SP integrated), or you'll need to use a right-click
download to grab a local copy, edit, then upload the new version.

Where is the association at to do this. I was thinking notepad.exe or
something. Can you guide me to the correct solutions.

The association requires editing the registry, and would effect every txt  file
opened in the browser on your client. That's part of why this isn't done by
default. The other part is notepad doesn't know anything about SP, so you will
still have to download a local copy and upload it back, even if the assocaition
is created.
