I have two questions regarding Discussion Board permissions:

1) How do you set up permission rights so that only a "Moderator"
could start a thread but anybody could respond to that thread?

2) I see under Advanced Setting for Discussion Boards that you can
establish Item-Level Permissions so that users can only edit their own
items. However, even when I select that, no matter what permission
level I give to a user (like Edit Items) either they can only add new
items or edit all of the items (or view only of course). What am I
missing here?
