Topic area template vs content area template

Can someone explain what they think the difference is between the topic area template and the content area template on a portal site and what they're used for? The only difference I can see is that you can add a listing (link?) and a person to a topic area but not to a content area.

Also anyone know how you can change an area from using one template to another after it's been created? If I create a topic area but really wanted a content area (or any other template) can I change it or do I have to delete it and recreate it? Thanks.
