Top Navigation Menu question

When I click the Top Menu Bar, it should drop down all its subsites?
Is there any way to do this?

At the top  level, click  on "Site Actions" -> "Site Settings".
Under the "Look and Feel" column, click on "Navigation".
Click on "Show Subsites". This should show sub sites in the top Navigation
Bar.

I don't have a non-MOSS environment. So I don't know.

this is certainly possible, but would require some customization (other than
what you can do from Site Settings). the control used for the top  navigation is
basically an ASP.Net 2.0 menu  control, so it can be configured to do flyouts and
such. someone on this list probably has an example, or i could probably come up
with something to help you get started if not.
