add a Top-Level site

Anyone know why if you add a Top-Level site

through the WSS Central Admin the "Up to <<name>> Portal" link in the upper right does not appear? Yet if I add a WSS site through the Sites Area - it shows up fine.

You can manage the "Up to <<name>>" link  using the "Configure connection to
portal site" link on any Top-Level Site.

Or, point your browser to:
http://[sitepath]/_layouts/1033/portal.aspx
