Top level Global Navigation not showing in new MOSS2007 site

I created a new Portal level site and the global navigation is a blank blue bar.
I have the nav set to inherit everything from the parent, just like all the
similar sites. How do I get it to show?

I guess I have to manually add these under the Global Nav heading.
Never mind.
