Tools of the trade

I am a former database programmer who will be developing a custom
Sharepoint site for my research team. It will be a learning project
for me...

Having set up a couple of little Sharepoint sites before, I know that
I'm going to want more permissions than I have now from our IT dept --
I'll need to be able to save and upload templates, for example, and at
some point I'm gonna want to be able to get in there and add
code/customize stuff.

Since asking our IT dept. for stuff is a drawn-out process that I'm
hoping to not have to repeat too many times, I was hoping that maybe
some more experienced people out there would have some suggestions
about what I should ask for? Like, what Sharepoint permissions/"user"
level you have as a developer, do you use... I guess it's SDK? Is
there a certain HTML editor you prefer to use with Sharepoint, stuff
like that.

Anything, really, to sort of point me in the right direction...
