tiered read access

We have a business need to have multiple levels of access on a list.

1. user reads their own items.
2. user reads all items. (cannot have manage list permissions)
I have explored the idea of filtered views and personal views.
Unfortunately this is not real security and I can't expect our "read
all" users to create their own view. If I could create personal views
for them through code this might work, but I can't find a way to create
personal views for a specific user.

Another option I found is to use content approval and make the "read
all" users approvers. The biggest problem with this (aside from the two
extra views I would have to delete) is the big warning on the newform
and editform. If I could remove the warning we would be set.

The last option I can think of is setting custom permissions on every
item. I really don't want to do this but it may be my only option.

The following link provides code  for an event handler that changes
permissions for a list  item. You might be able to modify this code to do
what you want.
