Is there any way duplicate or clone an Area?

What I'd like to do is take an existing Subarea (one level below home),
and copy it with along with all it's content and sub areas.

Can that be done?

Yes, Go to Manage Portal Site under Actions, Find the subarea  you want
to move then click on the "computer network icon" the icon to the left
of the subarea. You will see that he curson will changed into a 4headed
arrow. Click and drag the subarea to the new area  where you want to
move it.

To avoid any mistakes, you may want to test this by creating a "test"
subarea that could can move around.
