Theme management

I'd like to add a new theme to the list of available themes in WSS
and hide or remove others.

When I attempt to edit the spthemes.xml file, I'm getting a message
that I can't edit the file.

I'm navigating to:

I select File->Edit with Microsoft Office FrontPage" and get the
following message:
files in the _layouts folder are not available for editing"

Regarding removing or hiding themes, is it possible to hide a theme,
similar to how you can hide site templates? With a tag in the xml

You will need to be on the server to edit  that file. It is a file  system
base file. I believe that it is out of FrontPage's reach through the web
site. You have to find and edit the file in what I call the "60 hive".

Look in:
C:\Program Files\Common Files\Microsoft Shared\web server

That takes me a few steps further.

I've done the following:

Added to the spthemes.xml file:
<Description>Target Brand</Description>

Went to:
C:\Program Files\Common Files\Microsoft Shared\web server

Copy the THICE.png and THICE.gif files
Rename to THTARGET.png and THTARGET.gif

Went to:
C:\Program Files\Common Files\Microsoft Shared\web server

Copy the ICE directory and name the new directory TARGET

Now, when I go to a WSS site  and apply a theme, 'Target' shows up in
the list, but I select  the 'Target' theme, I get the following error:

"A theme  with the name "target 1011" and version already exists on
the server."
