Testing Server Setup help/recommendations?

2 part question.

The first part is likely perhaps more of a server configuration issue
than MOSS configuration issue.

We have a MOSS 07 test server set up. It's on our network at 10.10.3.9 I
access it through remote desktop and if It type in that IP address from
the server itself, it resolves fine. If I type it in a browser on my
local machine, it resolves fine.

I've added a new web app to the server on a new port (15151) and added a
site collection to it. If I access 10.10.3.9:15151 directly on the test
server, it works. However, if I try to access 10.10.3.9:15151 from my
own computer, I get a 'page not found' error. What have I not configured
correctly?

Second part of the question:

What do folks recommend for a Q/A / test server for MOSS 2007? We'll
likely be running MOSS 07 AND an instance of SQL on it. We'll mainly use
it for testing new web parts and custom development on it prior to
rolling it out to our live MOSS farm. We're looking for a new box with a
warranty and the like and I've been tasked with coming up with the
system requirements. Any rules of thumb on processor/RAM for a test box
like that?

I'm going to guess that there is a tight budget here or else you
would just throw hardware at it & not worry.

Try the dell buisness outlet I like the refurbished PowerEdge 1950s
1u rack mounts with redundant NICS, Memory, Hard Drives, & PS. ~$2k
for OS & Hardware w/ 4 hour onsite warranty for 3yrs. It's very
upgradeable, 2xQuad Core Xeons & 32GB of RAM with a low cost to
start. BTW I don't work for Dell I just happened to get the same
thing for a dev server. I run SharePoint in Virtal Machines though so
it's very easy to fix things when you break it. Hint: If you do the
same try not to use dynamic disk. You can resize the vhd disk fairly
easy, but it will be a pain to resize your partitions on that disk.

I just searced it for you & here's a sample of a system, although
they are all diferent.

Have you setup  your access mappings properly? Do you have a firewall
somewhere between the two boxes?

Are your sever and your computer on the same network  segment? If not,
can you confirm that port  15151 is open between them? Perhaps your
routers are configured for specific ports only?
