Task and Issue Lists

I'm trying to use the built in task and issue lists. I am an
administrator for the site. When I create a task list, why can I not
assign someone else to a task.

When I create an issues list, I can see more people but still not
all of the site users.

What controls the available options here?

I belive it draws from the Manage User list; or if you have open to all, those
who have acutally visited the site. Once there, then you see them on the Task
assign list.
