Targeting navigation links issues

I am having an issue where I target a hard coded global navigation link that I
need to target to my company users (company\domain users). When I add said
Domain Users group to the target audience of the link and click "OK" users can
no longer see the link.

I have done a complete profile import including groups using the following


Additionally I tried to use an audience to target the link. When I compile the
audience it does not return all the members of the related AD group. Settings
for audience follow:

I have tried to use a SharePoint audience that uses the following rule:

Operator = Member Of
Value = Domain Users
Members satisfy all of the rules.

When I compile the audience it only sees 8 members (should be more like 2200

Portal configuration:

MOSS 2007 SP2
Multiple site collections (primary reason for hard coded navigational links)
Web application extended to allow FBA (primary reason for necessity of targeting
navigational links)

Things that make you go...

If I add  domain users  to a SharePoint group  (Portal Visitors for example)
targeting works and the link  is viewable by all users. I try and target  Domain
Users directly the link is not viewable.
