Tabs across top of web part

I have a page that contains two web parts. I would like each of these
web parts to contain a row of tabs across the top, that when clicked
link to a new page and when hovered over, populate an area of text.

How is the best way to achieve this? I have looked on the web, but
haven't come up with what I need.

Also, I would like it to be extremely easy for users to be able to add
new tabs via an xml file, with the xml file containing the tab name,
the tab link and the text that appears when hovering over the tab.
