Survey, discussion board, security

I created some surveys and discussion boards in SPS 2003. When we where about
to launce we had the following issue.

If i give users view listing permissions they can’t respond to the survey and
discussion board.

If i give users view listing and edit/add listing permissions they can respond
to the survey and discussion board besides they can also modify the survey
(means they can add a new question to the survey) and add new items to the page
which is not the intent.

What kind of permission do I need to set to make sure users can only be able
to respond to the survey or discussion board but can't change any other content
of that page?

I was reading some forums online and people are saying this is bug. I don't
think so I am sure I am missing something. There should be some way to do it. I
believe it’s a very basic security functionality that needs to be there.
