Summary Links Web Part in Non-publishing sites

I have noticed that the Summary Links web part isn't available in my
team sites. Is this web part only available in publishing sites?

Could be... I know that's the case with the content by query web  part.

The content query web  part and summary  links web parts are visible in
my environment when I activate the Site Collection feature: Office
SharePoint Server Publishing Infrastructure. Then I see these Web Parts
under the Default group in Team, Wiki, blog sites  and Meeting
Workspaces. I haven't tested all templates. These sites do not have the
site feature Office SharePoint Server Publishing feature activated.

The team sites must be on a server that has MOSS installed and the site
collection feature activated as mentioned above.

By default the Site Collection feature: Office SharePoint Server
Publishing Infrastructure is not automatically activated on site
collections that use non-publising templates. This also includes My
Site.

What was the site template you used to create your site collection?
