What is the criteria for getting notifications? I have some external
documents and sites that I have added to SharePoint and these external
sources are being crawled, but I never get notified when changes are made to
some of these sites pages or documents.

You need to subscribe to a specific searchrequest on these sites and
documents unless nothing happens. You don't get notified on changes in
general without specifically subscribe to something
