STSADM export/import issue

I've been successful in "exporting" and "importing" a
web and subweb in WSS v3 within the same domain environment using the
STSADM utility.
I seem to be encountering issues when I try importing a web from our
development domain environment over to our production domain
environment.
Has anyone experienced similar issues with two different domains.
Non trusted domains basically.
Below I've included the message I get.
Note that I'm using a service account that has full rights to the front
end server and SQL server.

verify you are not using the -includeusersecurity flag between domains, or it
will fail
