stsadm export "index was outside the bounds of the array"

Background: I'm changing my information architecture to one that's more
best-practice, and in the process, moving some subsites out of their original
large site collections and into flatter higher-level site collections. I'm doing
this in dev right now to predict any problems before prod.

It was my understanding that I needed to move the subsites with stsadm
export/import (because backup/restore works only at a site collection level and
Sharepoint Designer works only for sites under 25MB).

During a first attempt I accomplished the export part and then while trying to
do stsadm import I got the error "FatalError: The file cannot be imported
because its parent web <URL name of the exported subsite> does not exist." After
some google research I decided to add the administrator account that I was doing
import/export with to the site collection administrators of the source site. I
added that name to the sites and subsites as well. I also set all involved
databases to "ready".

As far as I know, these are the only changes I made. However I then started
getting this error during the export phase:

"index was outside the bounds of the array"

I can't find a darn thing on Google on this error in this context.

Incidentally, I'd also welcome other methods of migrating a subsite in a site
collection to another site collection if this isn't the best way. I don't want
to do a manual rebuild because some of the sections I'll be moving are quite
large. Keeping permissions intact while moving is preferred.
