stsadm - Can you add existing permission group to a site

I can create a site without inherting the permissions from the parent site.
However, there are some permission groups I want to keep that already exist.

I know I can create new groups (stsadm creategroup).
Is there a stsadm command to add an existing permission group to a site.

There were also some comments made about some third party tools that may deserve
some looking into.
