stsadm.exe and Virtual Servers

Can someone give me a no nonsense definition of Virtual Servers?

I've read several uses for stsadm.exe. Can someone provide me a quick overview of how I can use this as an administrator?

For one thing, the stsadmin.exe will allow you to generate sites from an Excel spreadsheet; you can also change permissions & ownership of sites, and do site definition  stuff. It’s a cool tool.

Can you direct me to where a write up is over this function? I recently wanted to install a *.cab file for an RSS reader and struggled in getting stsadmin.exe to function properly. Sounds like I am missing a critical tool here. Anyone that can send some information is greatly appreciated.
