stsadm.exe doesn't work on restore

We have a dev server where all sites and such are staged. When
restoring to the production server every 50th time or so, I get the
following:

No content databases are available for restoring this site
collection. Create a new content database and then try the restore
operation again. To create a new content database, on the Virtual
Server Settings page for the virtual server, click Manage content
databases. On the Manage Content Databases page, click Add a content
database.

So, i create a new ContentDB and everything works fine...for about
50 more restores.


Site Level Warning is at 9000, Maximum Number of Sites is at 15000

Any ideas? This is a large farm, so reinstalling isn't really an
option.

Is the error consistent? If you tried the restore  again a fe minutes later, would it work? We've seen very sporatic errors where SQL will stop serving out the content  databases, or SPS will quit digesting them, we haven't figured it out yet. If it's the same problem, it should work  ~15 seconds later.
