STS Install Problem

This is driving me batty. I've tried installed the free version (STS
2.0) on 3 seperate Win2K3 boxes, resulting in the same problem. I
really need some help on this one.

STS installs fine, however MSDE gets to 3 seconds left and then
backs out the installation. The even viewer only states:

Product: Microsoft SQL Desktop Engine - Installation operation
failed.

The event ID is 11708, of which Microsoft has yet to post any
information on yet.

What am I missing?

IE Enhanced Security is removed
Frontpage extensions are removed
