Stripping away items from the Site Settings Menu

We have a CIO who truly doesn't understand SharePoint at all and he's asking
that we remove items from the Site Settings Menu so that Site Owners are not
allowed to do certain activities. One example is everything under "Users and
Permissions". Is there a way to strip items off the Site Settings Menu? He
doesn't want anyone managing permissions except for the 4-person IT Help Desk
Staff. Any thoughts on THAT would be appreciated, too!!!

I don't know how many things he wants to remove, but could you accomplish
this with custom permission levels?

Yes, that's what we do here. Every time I create a site  collection, I
create a custom permission level called "Custom Admin", and add every
permission option except to modify permissions  on the site. Then, just
instead of giving the "site admin" Full Control, you'd give them "Custom
Admin" access instead.
