Can a STP template be hidden from subsite creation page?

When a template is added using the addtemplate stsadm command, it
becomes available to everyone when creating a subsite. Is there any
way to make it only available when a site collection is being created?

If Publishing is turned on in the site  collection then you can filter templates
using the Page Layouts and Site Templates link in the look and feel column of
the each second level site in the site collection. Otherwise I don't think
there is anything you can do with an stp. If you built it as a custom site
definition then there is an attribute for Root web only that you can set.
