Storing downloadable files

We are looking to store files on a Site in our portal, possibly in a Shared Documents type area that the users will be able to download. The files are Cisco VPN client pcf's which contain the configuration details.

The files are actually text files, so when you click on them, IE opens them and doesn't give the open / save dialog. I have tried right clicking and selecting save target as, which kinda works but isn't ideal as it adds a .txt extension to the end.

For the time being I have created a new document library and set the default view to be the explorer view which seems to be a usable solution but was wondering if anyone knew if there was a way, using the 'All documents' view that I can click on the link and be given then option to save from there?
