SSP Provisioning Error

Were were having an issue where all administrators are locked out of
the SSP. We are all site administrators and have full permissions.
After we got locked out we tried to create a new ssp. When we go
through the install it never finishes. The new ssp is not provisioned
properly and doesn't work and you can't delete it through the UI.
There are not errors int eh SQL log, or the Event Log. There is an
error in the SP log:

An exception was thrown trying to create SSP SharedServices3.
System.TimeoutException: Timed out waiting for Shared Services
Provider 'SharedServices3' provisioning timer job to start at
Microsoft.Office.Server.Administration.SharedResourceProvider.WaitForProvisionin\
gComplete(TimeSpan
timeout) at
icrosoft.Office.Server.Administration.SharedResourceProvider.WaitForProvisioning\
Complete()
at Microsoft.Office.Server.Internal.UI.SspPageBase.MakeNewSsp().

My question is this.

1) Has anyone gotten locked out of the SSP before and how did you fix it?
2) Has anyone else had the ssp related error?

Any help is appreciated.

I actually just went through something similar today. The SSP that was
working for us stopped and I was unable to access it. Fortunately, I was
able to create a new one and it appears to function properly. Unfortunately,
I am unable to unprovision the old one without some sort of permission error
on my Farm Administrator account. In my case, I am not even able to sign in
as another user in the Central Admin page, and within the SSP Admin Page,
some links work while others I get Access Denied. It is all very odd, and I
am still trying to resolve it myself.

Bear in mind, I am using Kerberos, but I followed detailed instructions on
settng SPNs and for the most part everything seems to click. It was only
recently that this occurred.

First thing that I would check is if any of your service accounts'
passwords have expired.
