SPUserUtil

Can SPUserUtil perform a SMIGRATE-esque site migration while maintaining security descriptors? I thought I read that this was possible, but I wanted to confirm.

Yes it can - I did this just yesterday.

A few steps to follow:
1. use SPUserUtil to capture the site/webs security  map
2. use SMIGRATE to export your site/web to a file
3. create a new site/web (can use STSADM)
4. use SMIGRATE to import your site/web to the new location
5. prepare updated security map (change urls etc for the map)
6. use SPUserUtil to apply security map permissions to the new location
7. remove the old site/web
