SPS2003: Site directory modification

Not sure if I asked this before but I'm not able to make any
modifications to the Site Directory page in the portal (either the
default "Sites" one or any additional ones I create). I click on "Edit
Page" but none of the web parts allow me to modify them. I just want to
change the web parts from saying "Browse Sites By..." to "Browse
Projects By...". Anyone else notice this?

You will need to use Frontpage 2003 to modify  this page

Know any particular reason why this page  has to modified
this way when I can modify  other pages through the web  part properties?

I will say by design, seems like there is number of pages like this one
in Sharepoint
