SPS2003 DB Migration

I'm trying to migrate me site from MSDE to SQL 2000 and am following the
instructions listed here: http://tinyurl.com/2mk26m. However, when I
get to the fourth step and it suggests that I click upon "Configure
Configuration Database server", the page has all of its options
disabled. How is that happening and what do I do to fix it?
