SPS V2: Viewing Documents

I have a portal that has a site. The site is accessible by 5 subcontractors.
Within the site, there are 5 document libraries. Each subcontractor can only
access their own document library, this means all the documents are kept private
within their own document library. Now one of the subcontractor wants to make
one of their documents available (read only, not to collaborate) to all
subcontractors within this site, how do you do this? I'm looking for advice or
recommendation to see how to do this.

I know there is a feature to submit a document to a portal area, but this is at
the portal level and not at the site level. This will not work since not all
users have access to the subcontractor's document library.

The document workspace works, but only if they want to collaborate on the
document. This is not what I'm looking for.

I want to avoid having the users upload the document twice, once to their
document library and once to a public document library.

There is easy ay to do this unless you start customizing heavily and
creating custom web parts.

The only alternative will be to copy the document  to a separate doc lib
where everyone has access  to.
