SPS V2: Setup Alerts

Currently I have a requirement to setup an alert on the Announcements web part
for all portal users. Is there a way for me to do this for everybody or does
each user have to setup their own alert?

There is no way to set this up for eveyone from the UI, but this can be done
usig the Object Model as an administrator.

I am the administrator. Can you explain what you mean by the object model? This
would be great if I can set this up.

The object model is a short name for the interfaces available to a developer
using the SharePoint SDK. This allows you to write web  parts and custom
applications using the various capabilities of SharePoint. In this case, a
custom application deployed on the SPS server (applications using the OM have to
run on the server) could be written to do what you want.
