You need to modify the links  web part  with frontpage 2003, convert to
list to XSLT Dataview, locate the <a> tag and add target="_new"

A couple ways you could do this:

1) Use FrontPage 2003 and convert to a Data View web  part, then edit the XSL.
This is the supported route.
2) Edit the default list template and remove/readd the web part  - this will
change _all_ links  web parts on the whole site though and will likely be
overwritten by future updates.

2 ways to do it

1. Convert the links  web part  with Frontpage in XSLT view, identify the
<a> tag and add target=_new inside

2. Modify the XML schema in the template folder. (Much harder but at
least maybe be a global change for all list)

I simply put a note in the Links web-part "right click any
link, and select open  in new window"

But you had to go into the code to put the note right? Thanks.

If it's not too much trouble, can you provide the steps I would need to
take to do #1 below. Just to let you know, I'm not a developer.

I think someone already sent those out as another reply...
