SPS V2: Email Notifications for Alerts

Has anybody received email notifications after setting up an alert at
the portal level (i.e., announcements web part)? It works at the site
level but not at the portal level. I verified that all the services are
running and that the indexes are being updated incrementally every 5
minutes.

Yes I configured SMTP in SPS administration and whenever a change is
made , I receive mail.

I did not do anything extra, everything in provided out of the box in
SPS V2

Even at the portal  level, not the site? Because I can get the site email
to work but not at the portal level.
