SPS V2: Document Library Settings

I just noticed that one of my document library in a team site (Portal A)
has the capability to change advanced settings under Modify settings and
columns. But in of my other portal (Portal B), the team site does not
have this capability. Does anybody know how I can enable this?

Is Portal B's document  library in a WSS team  site or a SPS area? Document
libraries created in area do not have this option.

Did you change  the central administration page's "Virtual settings" for the
EventHandler? if no, then follow the steps ::

1.Sharepoint Central Administration
2.Virtual Server config. --Configure virtual server settings
3. Default Web-site
4.Virtual Server mgt - Virtual server general settings
5. Event Handler "on"

I hope this will solve your problem

The document  library is from WSS team  site. That is
what I don't understand. Any information would greatly be appreciated.

In that case I don't know why you are seeing that - haven't run into that myself
or heard of it from anyone else.

Is it possible that administration rights are not given to the
particular team  site in question?

I just figured out how to do it. By default, the link is not available.
You have to go into SharePoint Central Administration page and turn on
event handlers. Then the link will show up.

This may be to do with the permissions on the two sites - are you the
admin on both sites?

Did one site  inherit different permissions?
