SPS lists lack "Change permissions" !?!

I was surprised to find that our SPS (portal) does not allow
changing permissions for a library.

I know I can add users to portal as contributor or reader, but is
there no customization of permissions at a list level? I can jury-
rig a proper link to the shropt.aspx and get to that Permissions
page for the SPS list, but I doubt that changing it will actually
work due to this "External Security Provider" stuff...

FINDINGS:

Normally a list settings page has a link to:
"Change permissions for this [...]"

But, the listedit.aspx has this wrapped around that link:
if (!spWeb.HasExternalSecurityProvider)

Looking in ONET.XML I find:
<ExternalSecurityProvider ID="A373E6A7-7A87-11D3-B1C1-
00C04F68155C" />

Looking in regedit I find:

It appears that jury-rigging the SPS list  into a url to look like a
site's list permissions  page link  ...... DOES WORK.

Very strange. I wonder what was intended, and what is actually
happening.
