SPS 2003: Can a SPS Administrator set alerts for users?

Is it possible for a SPS Administrator to set alerts for users (SPS
2003)?

For example, can the Administrator set an alert for all users so they
will get notification when something is added to the Announcements list?

I've read this is somewhat possible in WSS by setting up a distribution
list and using that email address for the alert. I need to know how to
do this in the portal (SPS) as well.
