SPS 2003 as DMS

I have the following Requirements; i want to know if
this can be applied into the SPS2003.

4 to 5 millions of Images (tiff). To be archived into
the SPS 2003

The questions now:
1. Any limitations for the storage of SPS 2003.
2. Is the permission up to the Document level or only
for the Library level;

The last Question is there any recommended Solution
for these Requirements.

I'd be interested in hearing the answer to the capacity question as well,
though I suspect it should be fine. We're planning on hooking up a SAN with a
terrabyte of storage up for starters.

As far as security is concerned, access is managed at the document library
level, no lower.
