SPPS in sharepoint

I have one problem with Sharepoint portal server.I am running an
intranet site on Sharepoint Portal Server.Some times when i am trying to access
this site i am getting following error on browser.

"There are too many people accessing the Web site at this time"

When i get this problem i tried to login as a Administrator.getting the site.no
problem at all.What could be the solution for this?

Not sure but I have had something similar before and it has been related to
the number of Windows 2000 licenses set on the server.

Do you have the License Logging service enabled?
