SPPS 2003 Central Admin Problem

I nneded to change the maximum upload size on our portal and when I went to
Central administration and clicked on Configure virtual server settings from
the Virtual Server List page and then clcik on the Default Web I get a help
window about running upgrade instead of the Virtual Server headings.
