Is my SPD workflow too large?

I have a SPD workfow with over 200 steps, and the size is > 1400KB. I get an
error when I try to save it. Here is the error:

"Errors were found when compiling the workflow.The workflow files were saved but
cannot be run".
Detail: "Unexpected error on server associating the workflow"

Is this workflow too large?

Oh yeah, this is in a MOSS2007 site.

My bet is that somewhere in the workflow a parameter is missing or a step is not
right.

I looked through and did find some issues with fields not being specified. I
fixed those, but still get the same error message. Normally when I am missing a
parameter or field it says there are errors with the workflow, and clicking OK
will save the WF in draft form, or click cancel to go back and modify the WF.

I should mention though, that I went into the XML on this workflow and copied
some steps. I've copied WF actions many times before with no problem.
