SPD <style> syntax help

Can anyone see anything wrong with the following syntax and answer the Qs at the
end. This code is put on my aspx page with SPD and there is no CEWP involved.

0) lines 11-16 were the default from SPD
1) why does line 27 work & affect my <th> elements while line 25 and 27a do not?
2) what is the syntax of line 14? I do not understand it and cannot find it on
the W3Schools pages.
3) all of my custom "class" decorations work, only the general <th> does not,
why?
4) I have not yet tried a general <td>, but I suspect it would not work either
given that <th> does not.

Any help GREATLY appreciated.

Given that this CSS is reminiscent of the header on a master page, are there
other CSS links in the head tag?

You may have unexpected overrides which make your CSS look like it's not
being applied. A tool like the Firefox extension "Firebug" will help you
determine what CSS declarations are being applied to page elements, and what
stylesheets those declarations come from. After installation, it's as
simple as right-clicking the element in question (say, one of your
"<TH>"'s), then clicking on Firebug's "style" tab.
