SP2010 clean and Re-configure

I have a sharepoint 2010 environment and I would like to clean it and
reconfigure. May I know what is the best option to do this without ofcourse
reinstalling. All I need is reconfigure and delete all the DB and Apps I have
it.

Should I use the SP configuration wizard, or the wizard from the central
administration.

Please I need help in this with brief steps to follow.
